Several states have reported diminished revenues from their lotteries and many states are scrambling to attract new players and retain current lottery players. Many states are adding new games and promotions in an attempt to make up for the shortfall in current lottery revenues. In some states lottery revenues are used exclusively for education while in other states lottery revenues are used to fund various government projects and programs. In Massachusetts House Speaker Robert DeLeo predicted a $1 billion state budget shortfall.
